Maryland restriction on handheld cellphone use goes into effect

Maryland drivers won’t be allowed to use cell phones without a hands-free device, starting Oct. 1. The new law also restricts people with an instructional permit or provisional license from using a handheld phone while driving.

If  police catch a driver using a cell phone, they can fine the offender up to $40 for a first offense and up to $100 for a second offense. Before the police can issue a ticket for violating the cell phone ban, drivers must be pulled over for something else.

Seven other states and Washington, D.C., mandate their drivers follow a similar law.
